Authorization Error -- Contact your Security Administrator

I have just installed PeopleTools 8.53 with FSCM 9.2 on a Solaris 11 box.

Using Weblogic 10.3.6

Tuxedo 11gR1

After installing PIA and configuring a domain I tried to sign on through a brower and get this error

"Authorization Error -- Contact your Security Administrator"

I am signing in as VP1 and the user has FULL Access to the following WebLibraries

WEBLIB_XMLLINK

WEBLIB_TE_NAV

WEBLIB_PVNAV

WEBLIB_PT_NAV

WEBLIB_PTAF

WEBLIB_PORTAL

WEBLIB_MBL_TE

WEBLIB_EOAWEMC

WEBLIB_EOAW

WEBLIB_CP

WEBLIB_AUC

There is no where to naviagte on the web page. The only other text on the page is "top menu features description".
