Peoplesoft upgrade path Issue

PeopleSoft upgrade path issue.

One of our (Oracle consulting) customer is starting an upgrade from PeopleSoft HCM8.8/PT8.46  to 9.2/PT8.53 and oracle database 9i to 12c.

As per MOS, certified upgrade path is as follows.

Step 1 : HCM 88/pt 8.46 to 9.1 feature pack dec 2010/PT 8.51 (Doc ID 1268944.1)

Step 2: HCM 9.1 feature pack dec 2010/PT 8.51  to HCM 9.2/PT 8.53 (Doc ID 1536201.1)

But customer is planning to do it this way

Step 1: HCM 88/pt 8.46 to 9.1 feature pack dec 2010/PT 8.53 (available template as per Doc ID 1268944.1 is on 8.51).There is no template available on 8.53 tools along with 9.1 application. Will this approach create any issues? Are there any steps specific to 8.53 tools? Is so can add these specific steps manually to 8.51 templates?
