Unable to view EBS responsibilities

We have configured OIM 11.1.2.1, EBSR12 (SSO-OAM), OID & ebs User & employee connectors. We wanted to setup an OIM user and view it in EBS (FND_USER). First we setup a HR employee user in EBSR12 and then create the same record user in OIM. While creating the OIM user we do not see any list of values in the Catalog and not able to assign any entitlements. We ran the eBusiness UM Lookup Definition Reconciliation (EBS responsibility) and also the Catalog Synchronization jobs but still don't see the catalog loaded. Are there any missing steps? Appreciate any help or guidance.
