Workflow mail , Arabic text is displayed in Question marks '???? '

Hi ,

EBS R12.1.3 , DB 11.2.0.2

we are seding emails via workflow mailer ,it contains Arabic text . When users are viewing email, its ARABIC text is shown in ???????? marks

Please help , how to get the arabic data.
