Workflow Mailer Crashing Due To 501 5.1.7 Invalid address

Hi Experts

Workflow Notification Mailer  become DEACTIVATED_SYSTEM in EBS12.1.1 environment,

I found the following error messages in FNDCPGSC*.txt,I will upload it later

ERROR:[SVC-GSM-WFMLRSVC-604239-10006 : oracle.apps.fnd.wf.mailer.SMTPOutboundProcessor.send(Message)]:Problem encountered when sending to {[[=?UTF-8?B?5a6J5rqQ?=
<166623656@163.com>]]} -> com.sun.mail.smtp.SMTPSendFailedException: 501 5.1.7 Invalid address


ERROR:[SVC-GSM-WFMLRSVC-604239-10006 : oracle.apps.fnd.wf.mailer.SMTPOutboundProcessor.messageNotDelivered(TransportEvent)]:Email to [[=?UTF-8?B?5a6J5rqQ?= <166623656@163.com>]] was not accepted for delivery.

UNEXPECTED:[SVC-GSM-WFMLRSVC-604239-10006 : oracle.apps.fnd.cp.gsc.Processor.run()]:java.lang.NullPointerException

    at oracle.apps.fnd.wf.mailer.SMTPMessageHandler.sendMessages(SMTPMessageHandler.java:445)
