changing signon peoplecode sequence gets Changes conflict with another data item. (18,5)

I am trying to change the order of the signon Peoplecode to get the OAMSSO_AUTHENTICATION to run first, LDAP second and Password controls third. When ever I make a change to the sequence and save it I get a 18,5 error. I did this in demo and get the same results.

I am on Peopletools 8.51.19

Anybody change the sequence order successfully?
