Why can't compares be done via the app server?

When I log into the app designer using the app server instead of Oracle, I seem to get a much fast response and better conenction.

As we begin an upgrade from HCM 9.1/PT 8.50 to HCM 9.2/PT 8.53 I am getting ready to start running compares.

I realized pretty quickly that I am not allowed to do compares using the app server.   Does anybody know why this is not permitted, and must be done in two-tier?
