India - Generate TDS Invoices after Holds release completes in Warning

Hi Team,

In Production instance, when the user has four such invoices in which there was no TDS been applied, still the concurrent has been triggered and India - Generate TDS Invoices after Holds release  has completed in Warning.

We have two queries in this regard:

(1) What is the significance of triggering of this concurrent by the system when there is no TDS been applied on main invoice.

(2) Is there any financial or accounting impact at later stage due to this?
