Response Note not defaulting from the last approver

We are on R12 and users are complaining that now the notes from the previous approver does not default in the comments field. This used to happen in 11i. Now they have to copy and paste from the if they want the same note to be sent to the next approver.

Just checking if this is the intended functionality?
