Creating a user

I understand to create implementation users, I need to add Identity Users Administrator and Role Administrators role to the FAADMIN user. But when I login from the FAADMIN and go to OIM -> Administration, Search for the role (Identity Users Administrator) -> Hierarchy -> Inherits from.. the ADD button is disabled. What maybe causing this problem?
