Matched Invoice Tax Details form cannot accessible

Hi,

We Migrated from 11i to R12. In AP - Invoice Screen, for some of the Custom Responsibility, When they navigate to Tools > Matched invoice Tax Details form,

System throws a message that "Function Not Available to this Responsibility. Change Responsibilities or Contact your System Administrator.

This message is coming only for Custom Responsibility.
