RMAN catalog start with not working?

We are running Oracle Enterprise 11.2.0.4.

I traditionally use rman duplicate to restore my non-production database from my production database. I recently had to restore my non-production database from an older backup that had rolled off since it was past our retention window. Knowing this would be the case, I had saved off all the necessary backupset and autobackup files. When it was time for the refresh I went to the production database and cataloged the files I had saved off. I used RMAN CATALOG START WITH '/tmp/backup_saved/'; to catalog all the files under the directory where I have saved off the backup. RMAN recogonized the
