Tax defaulting for India Localization

Hi

R12 calculates IL taxes when Item category attached to Ship To site .In 11i, India localization taxes are not calculated on manual AR invoice. Implementation guide used to contain additional information that tax calculation flag should be No on transaction type. This is also gone now.

In this situation, how do we make sure that IL taxes are not calculated although they are attached to Ship To.
