DSE Budget Check Issue

We currently have several instances where the Parent and Child Budget Ledgers for different projects are off by the amount of our DSE's.

If we update the BUDGET_HDR_STATUS for a given DSE to N on the VCHR_ACCTG_LINE table, and the DISTRIB_LN_STATUS to Z on the PO_LINE_DISTRIB table, and rebudget check the DSE our parent and child balances move closer together. The following is the desired result, but when we try to look up the DSE on the KK_ACTIVITY_LOG we can't see it.

Would anyone have an idea of why the DSE doesn't show up on the KK_ACTIVITY_LOG after we update the tables and rebudget check?
