Not able to login OIM webconsole and design console in dev envoirnment.

Hi ,

We are not able to login to OIM design console and web console in Dev enviornment by XELSYSADM id.  We are able to login in PPTE and prod but not in Dev.I have attached the screenshot of detailed error we are getting in design console. Can you please have a look and help? Pls let me know what action can possibly be taken in order to resolve this issue.

I am getting below error in logs.

ERROR [ACTIVE] ExecuteThread: '2' for queue: 'weblogic.kernel.Default (self-tuning)' XELLERATE.ACCOUNTMANAGEMENT - Class/Method: tcUtilityFactory/tcUtilityFactory

(Hashtable env, String psUserId, String psPassword) encounter some problems: Thor.API.Exceptions.tcAPIException: Error occurred while locking self user.
