Exporting partially-filled documents from PeopleTools?

Good day,

We want to export form-field documents with some fields filled in to vendors via email so that they may fill in or modify the rest of the information.

What would be the preferred technology that integrates well with PeopleTools for exporting documents with forms that have partially-filled data?  I am thinking PDF, but not sure how that would work exactly and what I might have to do to make it work.  Any suggestions will help greatly.
