Not able to login to design console with Xelsysadm in Dev environment

Can someone pls help me with below error. I get the below message with the user ‘xelsysadm’ while try login to design console in dev environment .

Error Keyword: DAE.LOGON_DENIED

Description: Invalid Login.

Remedy: Contact your system administrator.
