How to tell who turned off change control

Is there a way to find out who turned off the change control locking?  We have a large development team at my client, and every developer has supervisor access to be able to unlock other people's objects if they aren't around. However, someone keeps turning off the change control altogether. Is there some auditing on this so that we would be able to tell which userid turned it off?
