OIM 11g R1 - Limit access under Resources tab in User Details

Hello,

I'm trying to set up a new Service Desk Role. I have created a User Management policy for this role. Under the permissions for this type of policy, there is one called "Provision Resource to User". This gives access to the actions under the Resource tab in the User Details. What I'm trying to do is grant access only to enable and disable a resource, and NOT to add and remove a resource. Is there any way to accomplish this?
