Approval Framework -- "Not Enough Approvers:....."

I have done a search on this issue and I cannot find an answer to my specific issue.  I have search on Google, I have searched on ittoolbox.com, I have search in the MOS knowledge center and I have searched in MOSC.

I am using the delivered Approval Process Definition:  GLJournalApproval

In the Setup Process Definition, Definition Criteria is "Always True"

There is 1 Stage, 1 Path and Path has 1 Step.

I am using a Query for the Approver User List.  I can run the query in PS_Query for, as signed on to my test users, (so there is no security that says the user cannot run the query)  The criteria of the query returns a list of users who have not created the journal or editied the journal by joining to the delivered audit table PS_GL_AUD_JRNL.  The purpose is so anyone who had created the journal or edited, cannot submit for approval.
