When running an nvision report on the web i am receiving the following error(full log is below)

An OpenXml error occured. The process cannot access the file '\\nbgh\dfs\PeopleSoftHHC\FSCM\NVISION\LAYOUT\HHC_BALANCE SHEET.xnv' because it is being used by another process. (28,244)

The report run fine in a two tier development environment but when run on the web it runs sucessfully the first  time and then fails if the report is run again wiht this error message.   What could cause this error?

FIN/SCM 9.2   / PEOPLETOOLS 8.53  / EXCEL 2010 \  ORACLE 11
