Process Scheduler Processes in Process

We are on FSCM 9.0, PT8.49, Oracle 11.1.0.7 and migrating to FSCM 9.0, PT8.53, Oracle 11.2.  We've run into an issue regarding processes staying in queue and not running.

We run the eProcurement FS_BP budget check AppEngine process to budget check eProcurement requisitions.  We have had issues with requisitions hanging in an in process status when the FS_BP process runs concurrently with itself.  We have since change FS_BP to only run with itself, that is, max concurrent FS_BP processes of 1.  This works well.  We have no had hung in process requisitions since then.

The issue we've encountered is when a long running FS_BP process is running, with individual FS_BP processes being submitted.  When the FS_BP process is running, any other FS_BP Process is queued up behind it.  When the queue of FS_BP process gets to be long  enough, no other AppEngine processes will start until the queue of FS_BP processes gets shorter.
