PTF UserID not authorized for PTTST_CONFIG

Hello,

I am attempting to open the test framework utility for the first time on 8.53.13. I receive an error message "UserID PS not authorized for Service Operation PTTST_CONFIG"

I have attempted all solutions in E-PTF Client signon error: Please, check if the User ID and Password are correct. ErrMessage: null ErrSource: mscorlib (Doc ID 1348242.1)

Any help will be appreciated.
