update id in ps_maintenance_log but no project definition found

in PeopleTools and Lifecycle Management - PSFT (MOSC)

We are applying enterprise component object ( #1 - 10) change packages to our HCM91 database. We noticed that ps_maintenance_log and PSPROJECTINC tables already has #1, 2 and 3 update ID with project id but we can't find these three project definitions in application designer. Is it possible that update ids are there but project definitions are missing ? We recently upgraded to HCM91.
