Questions on Workflow Directory Service Sync

We are on EBS 12.1.3 and from I've read it appears that the system no longer needs to use the 'Synchronize WF Local Tables' concurrent process to sync up data.   Instead the system uses the 'Workflow Directory Service Synchronization' process to update the fnd tables.  My question is this --- on version 12.1.3 is this automatically setup and running behin the scenes?  Or does this version also require a patch before it's available to be used?
