While doing RTV , RTP request going into warning with message'Localization setup does not exist for

While doing RTV , RTP request going into warning with message'Localization setup does not exist for this Location' . This happens only when RTV is done after material inspection and before delivery. If RTV is done after delivery , error is not seen. Any idea why this must be happening?

When request goes in warning, system does not provide any excise invoice no and RTV no though transaction is shown in receiving transaction summary .
