We will be unable to install patches in the future if we don't have PUM images running?

We are in the process of upgrading our 9.1 version of HR and ELM to 9.2. We found, that is required for the upgrade, that we load the PUM images to do so. Also we need the images to install patches.

But, our security policies are very strict, so we are unable to load an image, since we don't have the control of what is installed in it.

We will be unable to install patches in the future if we don't have PUM images running? Because if we don't, we need to review the upgrade process and stay in 9.1.
