Modify HCM security views

Hello,

We are trying to implement security for the core HCM components/pages.  There is a red paper "HCM_8_9_Row_Level_Security_Red_Paper" on the Page number "193" that we are trying to use but have not yet been successful.  We are looking to secure data that users can see by both department and reg region.  The delivered security allows for an "or" clause which we are trying to make an "and" clause.  An example such as users set up to only see employees in Dept - 0013 and Reg Region of CAD would not be allowed to see employees in Dept - 0013 and Reg
