Create Physical Standby via enterprise manager

When attempting to create a physical standby via enterprise manager, after going through the 6 steps successfully, I am simply returned to the beginning and standby is not created and no errors shown. what am I doing wrong?

OS: AIX 6.1

CRS: 11.2.0.4

RDBMS 11.2.0.2

Primary 2-node RAC with ASM

Secondary single node with ASM
