8.53.13 Peopletools Client Installation (3-tier Connection Fail)

I have question about installing 8.53.13 Client installation for nVision.

1. I want to install the client on the user machine (function user) and make the configuration file Read only for our DEV PeopleSoft environment. Because we didn't want the user to modify the Config. settings and connect to PRD by changing the config. Startup parameters.

2. after installing the new Client for developers (app Designer, and all other clients setup) to be able to connect in 3-Tier, we want to enable WSL (by default is not enable or "YES" - Option 6 from the configure the domain) on the Application Server DOMAIN. and when we select option:13 Load config as show from the domain. the below error message Is displayed and WSL is not getting Enabled or set to "YES".
