Ptools 8.54 Definition Security

We have set a user up with a unique primary permission list.  That list is associated to one Definition Group that has all records and is marked as display only.  It also is associated with a second Definition Group that has 3 records specified in it and is not marked as display only.  Yet when the user logs into App Designer, they have access to modify all Records.  Does some job need to run?  Is there a global flag somewhere to turn this on?  Is the premise behind Definition Security in 8.54 substantially different than previous Ptools releases?  We can
