Searching a PDF Output report when run through Process Scheduler

Is there any setting that will make a PDF output report searchabel when the report is run through the Process Scheduler?  I am using PS HRMS release 9.10 with PeopleTools Release 8.53.  Whenever I run a Crystal Report from the menu and select "PDF" as the output, the resulting PDF file is not searchable.  In order to be able to search the file, I have to run the report through a local installation of Crystall Reports and print it to PDF using the local PDF priner installed by either Adobe or Nuance.

We are using this process to create an organizational chart and I'd like to stop having to support installing Crystal Reports locally on the user's PC's and giving them access to 2-tier Query in order to run this report, when it is available in the PIA on the menu.
