PS Alerts - Not getting same results in email notification as the query

I have setup an alert using a query (in HCM).  The query looks for new hires with blank birthdates.  When I run the query I get 11 results.  However, when I get an email notification after running the alert notification (process name = EOEN_ALERT), the email only returns a partial list of the query results.  I ran once and got 6 results.  I ran again and pointed to another operid and that email returned 9 results.  I've selected 'consolidate email' on the setup.

In short, why are the email notifications results not exactly like the query results?  Has anyone seen this?  We're on 9.1 - Tools = 8.52.11
