Not able to apply taxes on standalone AP Invoices

Hi,

In 12.1.3 version we are trying to attach taxes on standalone AP Invoice but after entering base information when i navigate to add taxes (Tools>>>Match Invoice Tax Details) no window gets open.

Please guide what is the exact functionality and what setups needed to be checked
