Select Change Packages page is blank in Change Assistant after selecting Download Path

I have my change package zip file in the downloads directory, CA seems to detect this is a change package as it progresses to the next page in the wizard BUT there are are no Change Packages to select in the "Select Change Packages" page.

Anyone have an answer to this please?
