Adding Custom SQR to delivered package

We download a Taxupdate package from PUM image and did the intial pass. At the end the initial pass the package asks to add any customization to the project. We add new file references that are of different file type code (CQ_SQR file type code which loads custom sqrs to the different folder) than what was delivered in the change package. I added the custom sqr to the staging diretory. However I am unable to make the custom sqr migrate to the desired folder. How do I change the change package so that it can also deploy custom sqr's.
