Does peopletools 8.54 need oracle client 32 bit for booting application server in windows?

After I install the peoplesoft HCM 9.2, I got some errors when boot the application server but there is no error when boot batch server.Should I install 32 bit oracle client for this issue?

My environment:

Oracle Tuxedo, Version 12.1.1.0_VS2012, 64-bit, Patch Level (none)

Oracle Database 12c Enterprise Edition Release 12.1.0.1.0 - 64bit

WebLogic Server 12c (12.1.2)

Peopletools 8.54

PeopleSoft Human Capital Management 9.2

Windows server 2008 R2 standard 64 bit
