HTS/Customs entry implementation in EU

Hi All,

has anyone implemented HTS and Customs entry functionality in the EU?

I'm specifically interested in:

  1. how the  the HTS codes/tariff were set up? (HTS_FORMAT_MASK, HTS_HEADING_LENGTH) 
  2. was the HTS upload used(modified) or developed the upload from scratch
  3. Implemented the Customs entry download?

Any help will be appreciated
