PeopleSoft HCM 9.2 Image #8 - GP Brazil/Singapore Steps Found in Change Package

When selecting the products to include in my change package, I only selected the Global Payroll-Core because we use Absence Management at our site and the PNA and HR modules.

In Change Assistant, however, there were several steps created for Brazil and Singapore.    Is that because these steps were part of GP-Core?     Is it safe to mark those complete?
