workflow mailer exception

We are using EBS 12.1.3

I saw the following message in the workflow mailer log. I have just turn the log level to statement hope to catch more detail. But would anyone have any idea what this error message might mean. I saw about 6 same error. If I am not mistaken, 4 more errors will bring down the workflow mailer. Please advise. Thank you.
