PeopleSoft Test Framework error

Hi, I'm trying to connect to PTF but I'm unable to it's probably because we don't have SSL setup for DEV environment ... but I'm not sure here is the message I receive when I try to connect:

Everything else seems to be configured correctly!!!

I should also add that my .NET is 3.5, I'm not sure if it matters.

Any ideas would be greatly appreciated.
