how to delete/purge allocations which are in closed status?

We have lot of closed allocations against PO's which are in closed status. we would want to delete/purge allocations, since it is creating issues with PO receipt process. Due to this PO receipt messages are failed with error message 'Zero Quantity'. Upon analysis we found that the function DISTRIBUTE_ORDRCV_IN under the package DISTRIBUTION_SQL considering allocated quantities regardless of the allocation status.

Please advice as it is affecting our production system/inventory.
