Has anyone been able to use PutAttachment function to transfer a file to external partners using HTT

in PeopleTools and Lifecycle Management - PSFT (MOSC)

Has anyone been able to use PutAttachment function to transfer a file to external partners using HTTPS protocol? Was there any setup/configuratoin done? Did you have to install certificates? Where..on app server, web server, Gateway? Could you please share your experience?

Please see attached doc for details on what I tried and the error I am getting.
