SQL Plus to Query PUM delivered database

I setup a PUM environment - HCM 9.2 Image 007.  I installed the Oracle client and I am able to login with the PeopleSoft App Designer client.  When I attempt to login with sql plus with the SYSADM ID, I get the following error: ORA-12560: TNS: Protocol adapter error
