Dynamic roles dont get assigned after DYNROLE_PUBL completed successfully

We have this process running daily at 5 AM but recently after upgrade to people tool 8.53 we have experience the issue that even though the process DYNROLE_PUBL successfully completed and ROLESYNCHEXT_MSG show status "Done" but dynamic role don't get assigned. it has been 3 months after we upgraded to tools 8.53 and this started to happens more often.

We have reviewed the documentation listed below and have everything set up as described in those documents. However, the issue is still there. Couples thing to notes:
1. the issue (dynamic roles didn't get assigned) is intermittent, it happened in June and the last time it happened was on July 28th and it has been a month it has not happened YET.
