OAM 11.1.2.2.0 high availability configuration

We are using OAM 11.1.2.2.0 BP2. We are following the High Availability Guide for Oracle Identity and Access Management 11g Release 2 (11.1.2.2) E28391-08 guide, chapter 6. The initial directions and the 6.3.16.2 Scaling Out Access Manager section both seem incomplete. We had already set up a fully functioning OAM environment with oam_server1. So we are trying to add another server with oam_server2. I packed and unpacked and started the oam_server2 with the weblogic console of the OAM domain. At this point, oam_server2 does not show any deployed applications (such as oam_server (11.1.2.0.0). Doesn't this need to be deployed to
