Help with Signon PeopleCode

My requirement is that when a user logs in, if they have not yet input their Email Address, to route them to a page where it is required, then continue processing (much like requiring a new password when expired).

History:  We had made a customization on the page for when the password is expired to make email address required.  Worked great for our new users since newly created IDs were set to have the password expired.  We now have a new piece of software in place to reset/sync passwords, which can be used before their first login to PeopleSoft.  So now upon the first login, the password is no longer expired, so they are no longer forced to the page where we make them put in their email.
