PeopleCode not firing

We noticed today for the first time that the peoplecode warning message are not firing during high load period (first day of classes). Also, the Search Match doesn't indicate "the search did not return any rows" when the search didn't have any matches.

There were no errors in the app/prcs/web server logs or anything.

The reports are coming from the functional users indicating certain messages that they are used to seeing in the past are not showing up during the peak load period.

Any clues on where to start with debugging this issue or what have caused it?
