To create user having more rights than sysadm

Is there any mechanish to fulfill the below requirement :

our requirement is to provide data security for CBC Records.Becuase of that, We are planning to create separate symbolic Id CBCUSER and map to few user profiles and make sure that they should have access to CBC records. The common sysadm symbolic Id should not have access to CBC records.

Do We need to create separate symbolic CBCUSER and Access Id for this symbolic Id also?
