PeopleTools Upgrade from 8.53 to 8.54

I have installed PeopleSoft HCM 9.2 Application with PeopleTools 8.53 on Windows 7 64 bit machine.

Now I am trying to PeopleTools Upgrade from 8.53 to 8.54.

I have installed PeopleTools 8.54 with patch set 02 and also installed Change Assistant(CA).

When I am performing Upgrade using Change Assistant(CA) getting the error message

"Error: java.lang.unsatisfiedlinkerror:com.peoplesoft.pt,changeassistant.selectivepatching.Sp.Jni.GetPSIPEnvInfo()Lcom/peoplesoft/pt/changeassistant/selectivepatching/PSIPEnvironmentInfo;"

Attached the screen shots which shows the configuration settings and error message.

Please help me on this.
